Professor Phelps is a Certified Chief Information Security Officer, holding a Ph.D. in Criminal Justice. He is co-author of Cybersecurity, Bridging the gap between technician and management; Border Security (3rd. ed); Intelligence for Homeland Security, and many other books. Additionally, he has edited such works as Performance Modelling and Analysis of Communications Networks and The SEKO Assignment: Efficient and Fair Assignment of Students to Multiple Seminars. With a background of teaching graduate courses in Governance, Risk, and Compliance, coupled with Internet Law, he has been educating management for over two decades. Prior to entering the university he was a U.S. Navy submariner for 21 years.
Professor Phelps currently conducts Risk Assessments and develops Mitigation Plans for corporations, businesses, schools, and medical facilities, addressing both cyber and physical vulnerabilities.
